Summary
- In short
- ComplianceWire is a hosted, validated LMS for GxP training and qualification at enterprise scale, with role-based curricula, qualification matrices and more than 400 regulatory courses. In Seal, the qualification is scoped to the method, version and site that were demonstrated, and checked by the workflow that requires it.
- When it fits
- You train a large, distributed workforce including contractors, suppliers and clinical sites, want a ready GxP course library, and need a validated system of record beside your HR system and EDMS.
- When Seal fits
- You want qualification to decide who may run a method or perform a step at the moment they do it, with procedure revisions assessed by role and Neil proposing curricula and checks for your team to approve.
1ComplianceWire and Seal, side by side.
ComplianceWire and Seal both treat GxP training as evidence of qualification rather than a list of completed courses. They differ in where that evidence is used. ULTRUS ComplianceWire is UL Solutions’ validated learning and qualification system for life sciences, with role-based curricula, qualification matrices and a large regulatory course library.¹² Seal is the GxP operating system for biopharma: the procedure, the practical assessment and the work that requires them share one platform, so qualification can be checked when the work is assigned or signed.

2What ComplianceWire is built for.
ComplianceWire is made for regulated organisations that need one validated system of record for GxP training across employees, contractors, suppliers and clinical teams, at enterprise scale. UL Solutions sells it under ULTRUS, its software brand, which spans compliance, product stewardship, supply chain and sustainability software.³ UL Solutions puts the case plainly: training records must show that people are qualified to perform work affecting product quality, patient safety and regulatory compliance, not only that they completed a course.¹
ComplianceWire is off-the-shelf software as a service hosted by UL Solutions. UL describes it as a 21 CFR Part 11 and EU Annex 11 validated system, provides validation documentation for each major release, and offers Europe-based data hosting.² UL says it supports more than 3.3 million active learners across more than 700 sites in over 130 countries, and that customers audit it more than 50 times a year.² The FDA has used ComplianceWire since 1999 to train its investigators, and through a Cooperative Research and Development Agreement with the FDA, UL offers industry the same training.⁴ Its e-learning library holds more than 400 life sciences courses, many co-developed with the FDA, and Course Create lets companies author or adapt SCORM-compliant courses.²
The platform assigns training automatically by role, department, location or other learner attributes, and updates assignments as those attributes change.¹ Qualification matrices and qualification overviews track status, with scheduled reporting, configurable and smart forms, segmented workflows and audit-ready reports.¹ It can track qualifications for contractors, suppliers and clinical trial roles, and ComplianceWire for Clinical Qualification covers site study personnel.² API suites for curricula and user groups support automated assignment and user management, and typical integrations cover single sign-on, HR systems and electronic document management systems.² AI from ULTRUS adds translation and assessment creation, with what UL calls human-in-the-loop modernisation for validated environments.¹
3What a qualification record proves.
Both products aim to show who was qualified, not only who finished a course. ComplianceWire keeps that evidence in a dedicated system of record; Seal keeps it on the records of the work it authorises.
UL positions ComplianceWire as a focused system of record for qualification evidence, integrated with an enterprise’s wider systems, and says it can quickly demonstrate employee training status and qualifications during an inspection.¹ Qualification matrices, role-based curricula and assessments define what each role must complete, and audit trails and standard regulatory reports show the history.¹²
In Seal, the qualification is scoped to what was demonstrated: a method version, instrument family, production operation, cleanroom grade, review level or site. In the example in Seal’s learning management blueprint, J. Patel is qualified for method AM-104 at Houston QC on an Alliance HPLC, approved for the v07 scope. Version 08 changes a preparation step and waits for a delta assessment before the revised scope is approved. Before regulated work is assigned or signed, a configured check evaluates the role, activity, site, document version, qualification scope, validity dates and restrictions, and returns eligible, conditionally eligible or blocked, with the exact missing requirement.
The same records answer the inspector’s question afterwards. For each person who touched a batch, sample, result or release, Seal can show the requirement in force, the content version, the practical evidence, the qualification scope, the trainer’s authority and any exception at the time of the work.
4When a procedure changes.
A revision is where training and the work most often drift apart. ComplianceWire links training to documents through integration; in Seal, the revision, its training impact and the work it changes share one platform.
UL says ComplianceWire integrates with HR and document management systems to streamline user management, training assignments and document distribution.¹
In Seal, an approved revision is assessed against its mapped roles, tasks, sites and active personnel, and not every change needs the same response. In the example in Seal’s training blueprint, method AM-014 moves to v04. J. Patel has recorded authorisation for AM-014 but not AM-022; M. Chen has the reverse pattern, and M. Chen’s acknowledgement remains on v03, so the impact assessment calls for reassessment; A. Lewis has acknowledged AM-014 v04 but has no recorded practical assessment, so method authorisation is not granted. Historical work keeps the version and authorisation that applied when it happened. A proposed revision does not invalidate existing qualifications before the cutover has been assessed, and due dates are coordinated with the procedure’s effective date.
5Where ComplianceWire is the better fit.
ComplianceWire is the better fit when you need a validated, enterprise training system across a large, distributed workforce.
- You train thousands of people across many sites and countries, including contractors, suppliers and clinical sites, and want one system of record for all of them.²
- You want a ready library of GxP courses, many co-developed with the FDA, rather than writing all content yourself.²
- You run clinical trials and need to track the qualifications of site study personnel.²
- You want a hosted, validated LMS with validation documentation for each major release and EU data hosting.²
- Your training must sit beside an existing HR system and EDMS, connected through APIs and single sign-on.²
6Where Seal is the better fit.
Seal is the better fit when qualification should decide who may do a step, at the moment they do it.
- You want qualification scoped to the method version, instrument, site and role that were actually demonstrated, with provisional, restricted, expired and revoked states explicit.
- You want eligibility checked before regulated work is assigned or signed, in the laboratory and manufacturing workflows that require it.
- You want a procedure revision to identify the people, assessments and qualifications it affects, alongside the forms and execution rules it changes, through one changeset.
- You want Neil to propose the curriculum. Supply the roles, procedures and qualification criteria, and Neil authors proposed curricula, linked assessment records, assignment fields and workflow checks, with verification cases for obsolete versions and missing practical evidence. Your team inspects, tests and approves the configuration. In line with the EU’s draft GMP Annex 22 on AI, Neil is not used in GMP execution. It helps set up configuration, which your team verifies and releases under change control.
7Running Seal alongside ComplianceWire.
ComplianceWire can stay the enterprise training record while one method or role runs in Seal. Seal has no dedicated ComplianceWire connector. Where a system is not on Seal’s integrations list, Seal’s REST API and Scripts can connect it: the API reads and writes records from another system, and Scripts are versioned Python that can call an external service after an event or on a schedule, edited in a changeset, tested and published like other Seal records. On UL’s side, ComplianceWire provides API suites for curricula and user groups.²
Agree the records, the direction of transfer, the credentials and the failure handling before implementation, and name which system is the source of truth for each record. One workable split keeps course completions in ComplianceWire while Seal holds the practical assessment and method authorisation it checks at the point of work. Start with read access, and treat any write to ComplianceWire as a separate decision with its own review gates and audit evidence, as the regulatory guide describes.
8Moving from ComplianceWire to Seal.
Move one qualification pathway first, and keep ComplianceWire for the rest.
- Choose one method or role, such as an analyst method or a single procedure revision, with its procedure, assessment criteria and representative records.
- Bring sample records, or arrange an NDA before sharing confidential ones.
- Neil proposes the curriculum, assessment records and point-of-work checks, and your training owner reviews them. The 48-hour evaluation turns one process into a working workflow with a validation pack to inspect. Production timing then depends on scope, interfaces, migration and your release requirements.
- Test the paths that should block: a missing assessment, a superseded procedure, an expired scope and an attempt to use an unrelated method qualification.
- Import the historical training records you need into each person’s history, verify the mapping and a sample of records against ComplianceWire, and keep the rest retrievable for their retention period.
The training blueprint and document control blueprint show how qualification and procedures connect.

AQuestions and answers
Is it UL ComplianceWire or ULTRUS ComplianceWire?
The same product. UL Solutions sells ComplianceWire under ULTRUS, its software brand, as ULTRUS ComplianceWire, and also describes the offering as ULTRUS Compliant Workforce Qualification.
Is Seal an alternative to ComplianceWire?
For qualification tied to laboratory and manufacturing work, yes: Seal scopes each qualification to what was demonstrated and checks it where the work runs. ComplianceWire suits enterprise-wide GxP training with a large course library and many external learners. You can run both, with Seal starting on one method or role.
How does validation compare?
ComplianceWire is hosted by UL Solutions, which describes it as a 21 CFR Part 11 and EU Annex 11 validated system and provides validation documentation for each major release. In Seal, each change to your configuration runs its selected acceptance tests when prepared for review, and publication requires current passing results. Your team owns the intended use in both.
Can we import our ComplianceWire training history into Seal?
Yes. Historical records from an existing LMS or spreadsheets can be imported into each person’s training history in Seal. Verify the import mapping and a sample of imported records against the source before relying on them.
How long does it take to start with Seal?
The 48-hour evaluation turns one process into a working workflow with a validation pack to inspect, configured from your own procedure. Start with one method or role. Production timing then depends on scope, interfaces, migration and your release requirements.
