SOP-LC-208 second-check configuration and tests
Operator completion does not establish an independent verification. The proposed form needs a distinct verifier identity and check evidence, and the workflow needs to evaluate the relationship between the two identities. TEST-208 exercises the same-person path; it should not satisfy independence. Also define missing-verifier and failed-check cases, with execution evidence retained before the configuration is approved.
